LED EXIT SIGNS

With Automatic Testing Systems

Hong Kong Exit Sign Regulations & Testing Requirements

Hoye exit signs are built to meet FSD Circular Letter No. 5/2021 [PPA/104(A), 5th Revision] — and the international standards behind them:

Lettering and colours — bilingual legends, minimum 125 mm letters or 125 × 125 mm pictograms, green/white contrast as required.
Battery and brightness — 3-hour rated battery (2 hours required), 90% brightness within 5 seconds of mains failure.
Directional exit signs — required where an exit is not immediately visible
Mounting — slim and recessed bodies fit the standard 2 m–2.5 m position directly above doorways.
Testing — the required monthly and annual tests run automatically to IEC 62034:2012; faults are shown on the fitting.

Standards: FSD Circular 5/2021 · IEC 62034:2012 · BS 5266-1:2016 · BS EN 1838:2013 · EN 60598 · EN 61347 · EN 62384 · EN 55015 · EN 61000 · EN 61547

Fire Services Department requirements

The requirements below come from two official circular letters:

Source: FSD Circular Letter

Battery and brightness

  • At least 2 hours of battery operation
  • 90% of required illumination within 5 seconds of power failure
  • HXS is rated 3 hours and runs up to 5 hrs

Testing

  • Monthly functional test
  • Annual full-duration test
  • Results recorded in a register
  • Automatic testing devices permitted — HXS runs them to IEC 62034

Sign design

  • Internally illuminated signs — the approved type
  • One uniform design per building
  • Letters at least 125 mm, or a 125 × 125 mm graphical symbol
  • Green and white, high contrast
  • Running-man pictogram, minimum 125 × 125 mm, green on white; directional versions add escape-route arrows

Mounting

  • 2 m to 2.5 m above floor level, at the base of the sign
  • Directly above the exit doorway

Where this applies

  • Licensed and registered premises — restaurants, cinemas, entertainment venues, karaoke, child care centres, converted schools

For contractors

  • Registered Class 2 fire service installation contractor
  • Completion certified on Form FS 251

Choosing a size

  • 180 mm — standard doorways and corridors
  • 270 mm — longer escape routes, directional
  • 400 mm — maximum visibility, letter legends
  • All sizes share the same IEC 62034 automatic testing

Common questions

  • Exit sign height — 2 m to 2.5 m above floor level
  • Exit sign size — 125 mm letters or a 125 × 125 mm pictogram minimum
  • Exit sign colour — green and white, high contrast
  • Bilingual lettering — English and Chinese, or an approved graphical symbol instead
  • What is IEC 62034 — the international standard for automatic test systems for battery-powered emergency escape lighting; HXS tests itself to this standard
  • Battery duration — at least 2 hours by law; HXS is rated 3 hours and runs up to 5
  • Testing frequency — monthly functional test and annual duration test, results kept in a register
  • Who can install — a registered Class 2 fire service installation contractor, completion certified on Form FS 251
  • Existing buildings — mixed exit sign designs are acceptable, but one uniform type is recommended as signs are replaced
  • LED lifespan — LED exit signs run for years with no lamp replacement; the battery is the only service item
  • Route coverage — signs must mark every exit and every change of direction along the escape route
  • Records — keep the test register ready for licensing inspections

Emergency lighting test records & log book

After testing an emergency lighting unit, FSD requires the result to be logged. PPA/104(A) C.14(b): the annual full-duration test result must be entered in a register; monthly test results are recorded in the same log book.

The register follows BS 5266-1 (the standard referenced by FSD Circular 5/2021): Annex J defines the log book contents — installation details, equipment register, monthly and annual test results, faults and repairs; Annex M provides the model forms — inspection and test certificate, test record, fault action record.

A ready-to-use template is provided: Emergency Lighting Inspection and Test Certificate & Record Forms (BS 5266-1 Annex M) — download the PDF.

HXS Series

Exit signs with automatic testing — exclusively from Hoye. HXS is the only exit sign series in Hong Kong with automatic testing to IEC 62034:2012, the international standard for automatic test systems for battery-powered emergency escape lighting. FSD Circular Letter No. 5/2021 [PPA/104(A), 5th Revision] permits automatic testing devices for the required monthly and annual tests, provided those tests are still carried out — HXS runs them automatically and indicates faults locally, without manual testing.
